You don't see her wear black much. None of the videos showed her in black. Wearing it for this occasion was
1. A contrast to the white pantsuits
2. Screaming this is a formal, serious moment
3. A power play
Not every woman can look serious in powder blue or periwinkle. She can, which gives black all the more punch. This is the lawyer's look for first day of a big trial.

She is also old enough to remember when skirt suits and high heels were the uniform for women lawyers. When pants were finally accepted in the 90s, I can imagine she also said "I am never going back." I sure did. So that also means something to women of a certain age.
Nancy Pelosi is free to wear skirts, but she will never evoke that reaction. Pelosi is still doing it backward and in high heels.

While watching her speech, I literally thought to myself, “I have this suit in my closet.”
When I appear at a professional speaking engagement, I wear a black suit with a black blouse.
The clothing choice was a subliminal, powerful message of empathy, affiliation and power.

I had that suit too, and I always felt more confident in it. I never liked the matching floppy bow. It reminds me of my mother's work uniform in the 70s.
