Besides, if you KNOW your history of real cattle breeding (like I slightly do now lmao) you'd know the majority of cattle in the old west were Iberian Cattle which came from Spain and Portugal. The "wild west" era also only lasted from 1865 to 1895.
Which matters because Belgian Blue cattle were not introduced the United States until 1978 when Nick Tutt emigrated from Canada to Texas.
With this in mind, no blue cattle could have existed in this version of Mario with real world rules at that time. So the breeding didn't take place back in Mario Party 2.

Yes, the cows in Western Land in Mario Party 2 do have a white and brown pattern similar to an English Shorthorn. HOWEVER since the IRL lore had cows mixed from France and England, two DIFFERENT regions, with the cows being imported to France, I thought my previous explanations made more sense.

Also though, these don't show up in ANY other game until Mario Kart 8 so they still would have had to be a result of breeding between different species. Every official Moo Moo has been white with black spots until this game. They've been white with black spots in EVERYTHING, Mario Pinball Land, Mario Party: Island Tour, and even the Fowl Play mini game in Mario Party 2!

EVEN MORE OBSCURE OPTION: The cows blown onto the stadium during matches at Thunder Island in Mario Strikers Supercharged Also have a striking resemblance to certain English Shorthorns.

HOWEVER Since Hyrule Circuit ALSO premiered in Mario Kart 8... I would be remiss if I didn't mention that cow named Elsie on Lon Lon Ranch in Minish Cap also had blue spots.
Theoretically, this could be a crossbreed between Water Buffalo seen in Breath of the Wild (which contains the ruins of Lon Lon Ranch) and the original cows from the series.
The fact that Hateno cows are brown, like English Shorthorns, supports this theory.
The most likely candidate is the Debull which we first see in Yoshi's Island DS. It looks the most similar to the English Shorthorn found in our world. Plus, we know Monty Moles (always seen in Moo Moo Meadows) can be found on Yoshi's Island as they premiered back in Super Mario World in the level Yoshi's Island 2.

So which cow was bred with those from Moo Moo Meadows? There are a few potential logical options. First, let's eliminate a tempting option.
While Moofish also have blue spots... They are a fish. And we haven't returned to Mario Land since Super Mario Land 2: 6 Golden Coins so this seems unlikely.
In our world, cows with blue spots like this mostly exist from cross breeding, the most famous example being the Bleue du Nord, a mix between French cows and English Shorthorns.
Seeing as how the blue cows only appeared recently, this means at some point a cow was imported to this part of the Mushroom Kingdom, bred with the traditional Moo Moo Meadows cow, and resulted in this hybrid at some point between their first appearance in Mario Kart N64.
When playing Mario Kart 8 / Mario Kart 8 Deluxe you can spot a cow with blue spots when racing at Moo Moo Meadows. This is the first time one has appeared in the series.
This might seem unremarkable, but it implies wild Mario series lore that should not be ignored.
